Congress returns this week after the national political conventions and the August recess.  Not much is expected to be accomplished before Congress leaves the end of September for the elections.  Each party will raise issues for election year purposes, knowing that Congress will not pass them.  The administration and agricultural groups will continue to urge the House Republican leadership to consider the House Agriculture Committee’s farm bill before the current farm bill expires on Sept. 30.  Congress is expected to pass a six-month continuing resolution to allow the government to continue operating since the fiscal year 2013 appropriations bills have not passed.
